My past experiences as a small business owner and operator of 3 industrial service companies inspired me to create Berg Compliance Solutions, LLC, which specializes in helping small companies manage environmental, health and safety regulations.

These businesses operated in extremely dangerous environments and exposed our employees to a wide range of significant health, safety & environmental hazards on a daily basis. My staff and I learned early and quickly the critical importance of managing EHS issues so as to ensure the well being of our employees, as well as minimizing risks associated with the businesses. I also learned first hand how difficult and challenging this endeavor can be, with so many rules and regulations to manage and struggling to ensure that our EHS programs were maintained & utilized by our field staff/operations on an ongoing and consistent basis.

As a business owner, these experiences also taught me how difficult in can be to balance these compliance & risk issues against budgetary realities, but having seen several of our competitors lose employees to serious injuries, get fined by OSHA, and several customers suffer severe consequences due to environmental compliance failures, I ultimately learned the most important lesson of all: environmental, health & safety compliance is not a discretionary option. It is a mandatory requirement for any company engaged in an industry that puts it’s employees, the environment and communities at risk. Berg Compliance Solutions was created to help small businesses manage these responsibilities and obligations.

Professional Information

Mr. Carr has 17 years of hazardous waste management (EPA/RCRA/TCEQ) and 8 years of DOT/FMCSA compliance experience. He was also instrumental in implementing and managing OSHA/safety compliance programs for each of his businesses, as well as successfully implementing and gaining ISO 9001 Quality Management and OHSAS 18001 (Occupational Health & Safety Advisory Service) certifications for his wind maintenance business.

He has served the manufacturing industry for over 25 years and counting.

W. David Bollinger

Over 36 years of experience as an EH&S professional in insurance, chemical, food manufacturing and pharmaceuticals industries.

EHS and Security Manager for Abbott Labs from 1986 to 2004. Past EH&S Manager for Hospira, Inc. and Pfizer in Austin, Texas from 2004 to 2016. Managed two Voluntary Protection Plan (VPP) sites and participated in site audits as a Special Government Employee (SGE) for VPP.

Responsible for EH&S program development and auditing. Member of corporate audit teams for Safety Program compliance. Hazmat materials coordinator for shipping hazardous goods. Conducted engineering reviews of projects and equipment installations.

Managed and developed Confined Space, Hot Work, Lock-out and other High Hazard safety permit programs. Developed emergency response team for sites. Managed Storm water, Air Permit, SPCC, Hazardous waste, EPCRA, Tier II and TRI plans, permits, and/or reporting. Managed hazardous waste and Pollution Prevention Programs. Approved OSHA 30 and 10 hour General industry Safety Instructor. Past president of local Austin, TX ASSP chapter.

Senior Environmental, Health and Safety Consultant

Over 30 years of experience as an environmental, health and safety professional in a wide variety of manufacturing and industrial settings.

Held EHS Manager and Safety Engineering roles at Hughes Aircraft-Radar Systems, The Gillette Company, Times Mirror, US Borax, Solar Turbines and Alcon Laboratories in the US and internationally.

Responsibilities included environmental, health and safety program development, management and auditing, labor relations, ergonomics, product safety and loss prevention.  Led successful effort to attain Cal OSHA Star Award for 1000 employee manufacturing facility.

Experienced in implementation and management of OSHA 1910, 1904 and 1926 standards and other health and safety agencies including ANSI, ACGIH, NIOSH and NFPA, as well as EPA and TCEQ environmental and hazardous materials regulations.

Leslie Beyer
Certified Industrial Hygienist (CIH), MS, DABT

With over 25 years of experience, Ms. Beyer is board-certified in both industrial hygiene as a Certified Industrial Hygienist (CIH) and in toxicology as a Diplomate of the American Board of Toxicology (DABT). Having received her Bachelor of Science from the University of California at Berkeley (Phi Beta Kappa), she then went on to earn a Master of Science in Occupational Health and Safety from the Harvard School of Public Health.

Skilled in a variety of industrial hygiene areas, including exposure assessment, occupational safety and health, and litigation support, Ms. Beyer’s work has covered a variety of topics including developing guidelines for COVID-19 cleaning and work place re-entry; evaluating the significance of occupational and residential exposures; developing safe occupational exposure levels (OELS) as a member of the Workplace Environmental Exposure Level (WEEL) committee; analyzing and interpreting toxicological and epidemiological literature and data; conducting risk assessments to evaluate the safety of workers, consumers, and residents; comparing alternative chemicals to address product stewardship concerns (e.g., fire retardants); providing technical expertise for evaluating potential health risks of chemicals under REACH; and assessing health effects from exposure to chemicals in the environment (e.g., arsenic, caffeine, chromium).

Former president of two renowned organizations, the Occupational and Public Health Specialty Section (OPHSS) of the Society of Toxicology (SOT) and the Toxicology Committee of the American Industrial Hygiene Association (AIHA), Ms. Beyer remains active in both the toxicology and risk committees of AIHA as well as in the New England Section of the AIHA. Ms. Beyer has taught classes on toxicology for industrial hygienists and given numerous presentations, authored journal articles and book chapters, and is an editor and coauthor of AIHA’s Toxicology Principles for the Industrial Hygienist.
